I had the same problem you will have to kind of force him/her down the stairs or up the stairs now don't hurt them. My boxer love going out on the leash late at night but during the day he will not let me put the leash on unless we are going for a ride. Keep a dogg treat with you while trying to get him up and dwn the stairs don't make a big deal about it....go up and down.....he will follow. Also leave a door open and sit down... also sit at the bottom of the stairs he will figure it out....they hate to be alone...when ur home.
