Can you train a Havanese to use a litter box in the winter and go outside during the other seasons or is it too confusing for them?

I have a havanese japanese chin mix and live in the second story of an apartment complex if the weather is bad and when i wake up in the morning i have trained him to use a box of sod on my balcony. With the right training and consistency i think it would work. Just make sure the dog is at least five months old because this is when the connection between the dogs bladder and brain is made. Under that age they have little to no control.
