my sister has a shih tzu 18 months old he has been alterd but gets sexualy aroused whitch lasts almost an hour he cant move when in this state

I have just got a 1 y old male Shih Tzu dog. I have 2 kids a boy aged 4 and a girl aged 6 the dog is fine with my son but is obsessed with my daughter barks and cry's at her constantly and keeps nibbling her and trying to nuzzle her groin. Can anyone help?
